Location Solent Duration Permanent Salary £Negotiable Role & Responsibilities: The role and responsibilities of the Site HSE Manager shall include but not be limited to the following: - Promoting at site, an HSE culture which is consistent with the client's industry leadership ambitions and core values, supported by the Regional HSE Manager and defines and implements 3-monthly Site Specific HSE Programmes.
- Providing coaching and assistance to his team and others with regard to the implementation of company HSE Standards, statutory requirements, industry standards, and best practice.
- Implements and further develops the Site HSE Team capabilities, management system and site HSE programme.
- Schedules site HSE audits, reviews and HSE-OS assessments with Regional HSE Manager and executes those to ensure that effective systems and procedures are in place to achieve compliance with Aker Process Ltd. requirements, ensures contractual audit verification by means of implementing overall HSE & Security Audit & Review schedule in liaison Regional HSE Manager
- Investigates all incidents / systems failures and ensures each failure is reported immediately to the Regional HSE Manager. Prepares Incident report with root cause analysis and ensures follows up on closure of actions.
- Ensures HSE compliance of sub-contractor/vendor at site, supported by the Site Management Team.
- Plans and supports a program for HSE training, motivation and further competency development for site personnel ensure site HSE training programmes are implemented as agreed with Regional HSE Manager
- Provides weekly HSE Manager report to Regional HSE Manager
- Provide weekly site report to Regional HSE Manager, discusses with Site team the leading indicators and initiates actions were required in liaison with the Regional HSE Manager
- Supports the client's certification such as SCC or OSHAS 18001 certification
- Responsible for the Site HSE & Security organisation and HSE administration on the Project
- Reviews CV of subcontractor HSE personnel and approves HSE Personnel, prior to effective deployment on the project
- Surveys, where applicable, compounds for compliance to security and living conditions/recreational areas and sanitation.
- Conducts a weekly inspection tour with Construction and Owner management team, HSE Department and ensures follow up of detected deficiencies where necessary.
- Ensure programs are in place for inspections of scaffolds, cranes, tools, etc. to identify improvements in work methods and circumstances for personnel and/or environment based upon the analyses of inspection/audits and unsafe act reports generated.
- Updates HAZCON & EASIR to reflect current status and ensures timely close out, provides summary report to Site Manager and Regional HSE Manager
Qualifications, Skills and Experience: Qualification equivalent to HSE Diploma and/or , Preventie Adviseur 2 or Middelbaar Veiligheidskundige with a minimum of 10 years operational experience. Qualified according to the Portuguese Level V qualification acc. the Decreto 273. Additional Information: The successful candidate will be based in Portugal. Fluency in Portuguese is desired.
